Preparatory legal conditions of the first national education policy in Uruguay
Abstract
This article discusses some legal sources that early advocated the conception that primary education should be a state activity, anticipating the principles of the [educational reform of José P. Varela]*. It confirms that treated sources were frequented in classrooms of the Faculty of Law of the University, creating the conditions that allowed to transform the small liberal State structure, incorporating education as public policy.
