Abstract

In the light of historical contemplation, it is not unreasonable to postulate that the social valuation of the damage slowly displaces the purely private conception. In this sense, an alternative system to civil liability is proposed as a risk governance tool, which implies a return to some concepts that were already verified in previous historical moments.
